Whenever I try to rebuild lighting, it goes through the whole process without any error messages but still says I need to rebuild the lighting. This issue started in 4.19 and was never resolved upon updating. The UE$ forums and bug submission support have been of no help.

Here's a full list of what I've tried thus far:Updating the project, Changing lighting quality back and forth, Migrating everything to a separate project, Copy/pasting level contents to another level, Deleting every single light and starting over.
